NOTICE OF PUBLIC HEARING

FOR ISSUANCE OF TAX-EXEMPT SPECIAL FUND REVENUE BOND BY

THE WASHINGTON HEALTH CARE FACILITIES AUTHORITY

The Washington Health Care Facilities Authority (the “Authority”) will hold a public hearing on August 16, 2019, at 9:00 a.m. at its office at 410 – 11th Avenue S.E., Suite 201, Olympia, Washington 98504, regarding the proposed issuance by the Authority of a tax-exempt special fund revenue “qualified 501(c)(3) bond,” as defined in Section 145 of the Internal Revenue Code of 1986, as amended (the “Code”), in a maximum stated principal amount not to exceed $10,200,000 (the “Bond”). The proceeds of the Bond will be loaned to Valley Cities Counseling and Consultation (“VCCC”), a Washington nonprofit corporation and a “501(c)(3) organization,” as defined in the Code, for the purpose of providing part of the funds necessary to (a) refinance the Authority’s Revenue Bond, Series 2009 (Valley Cities Counseling and Consultation), the proceeds of which financed certain Projects listed below, (b) refinance and retire certain taxable debt incurred by VCCC, the proceeds of which financed or refinanced certain Projects listed below; and (c) pay costs of issuing the Bond.

The Projects consist of the acquisition, construction, renovation, remodeling, expansion and/or equipping of capital projects or facilities, including land, buildings, equipment and other property, used or useful in connection with the provision of inpatient and outpatient mental health services to children, teens, adults, and seniors, and substance use disorder services to adults at the following locations, such Projects to be refinanced with Bond proceeds in the maximum stated principal amounts set forth:

Refinanced Projects

Up to $6,769,715 at Recovery Place Seattle (Beacon Hill), located at 1701 18th Ave. South Seattle, WA 98144;

Up to $947,900 at the Auburn Clinic located at 2704 ‘I’ Street NE Auburn, WA 98002;

Up to $682,365 at the Rainier Beach Clinic located at 8444 Rainier Avenue South Seattle, WA 98118; and

Up to $1,800,020 at Valley Cities Kent located at 325 West Gowe Street Kent, WA 98032.

VCCC is or will be the initial legal owner and/or principal user of the Projects.

VCCC reserves the right to allocate and reallocate proceeds of the Bond to any of the locations set forth in this notice, notwithstanding the dollar amounts set forth herein.
