Notice of Public Hearing

NOTICE OF PUBLIC HEARING
FOR ISSUANCE OF qualified 501(c)(3) BONDS
BY THE WASHINGTON HEALTH CARE FACILITIES AUTHORITY

The Washington Health Care Facilities Authority (the “Authority”) will hold a public hearing using a toll free telephone number at the date and time designated below regarding the proposed issuance by the Authority of one or more of its qualified 501(c)(3) bonds, as defined in Section 145 of the Internal Revenue Code of 1986, as amended (the “Code”), for health care facilities, in an original aggregate principal amount not-to-exceed $322,000,000 (the “Bonds”).  The proceeds of the Bonds will be loaned to Fred Hutchinson Cancer Center (the “Borrower”), a Washington nonprofit corporation and a “501(c)(3) organization” (as defined in the Code), and the surviving entity of a merger between Fred Hutchinson Cancer Research Center and the Seattle Cancer Care Alliance.

The Bonds are being issued for the purpose of providing all or part of the funds necessary to refinance the acquisition of certain health care facilities previously owned and operated by Fred Hutchinson Cancer Research Center through the refunding of the Fred Hutchinson Cancer Research Center Taxable Bonds, Series 2022A and a portion of the Fred Hutchinson Cancer Research Center Taxable Bonds, Series 2022B (collectively, the “Prior Taxable Bonds”), which Prior Taxable Bonds refunded the Authority’s Revenue Bonds, Series 2015 (Fred Hutchinson Cancer Research Center), the Authority’s Revenue Bonds, Series 2017A (Fred Hutchinson Cancer Research Center), and  the Authority’s Variable Rate Revenue Bonds, Series 2017B and 2017C (Fred Hutchinson Cancer Research Center) (collectively, the “Prior Authority Bonds”), which Prior Authority Bonds had previously financed and refinanced certain health care facilities previously owned and operated by Fred Hutchinson Cancer Research Center. Such health care facilities are now owned and operated by the Borrower and are located at:

  • 1100 Fairview Avenue North, Seattle, Washington 98109,
  • 1000 Fairview Avenue North, Seattle, Washington 98109,
  • 823 Yale Avenue North, Seattle, Washington 98109,
  • 900 Fairview Avenue North, Seattle, Washington 98109,
  • 900 Minor Avenue North, Seattle, Washington 98109,
  • A portion of Ward Street that lies between Fairview Avenue North and Yale Avenue North, Seattle Washington 98109,
  • Real property on three contiguous blocks bounded by Fairview Avenue North, Yale Avenue North, Minor Avenue and Aloha Street, and by Eastlake Avenue East, Ward Street, Aloha Street and Yale Avenue North,
  • 1201 Valley Street, Seattle, Washington 98109,
  • 815 Eastlake Avenue East, Seattle, Washington 98109,
  • 1321 Aloha Street, Seattle, Washington 98109,
  • 1100 Eastlake Avenue East, Seattle, Washington 98109,
  • 820 Minor Avenue North, Seattle, Washington 98109,
  • 1210 Valley Street, Seattle, Washington 98109,
  • 1300 Valley Street, Seattle, Washington 98109, and
  • 820 Yale Avenue North, Seattle, Washington 98109.

The health care facilities described above are all located in the State of Washington.

A public hearing with respect to the proposed issuance of the Bonds will be held at 10:00 a.m. on June 2, 2022.  In light of the COVID-19 public health crises, such public hearing is being conducted remotely, through the use of a telephone conference.  All interested persons are invited to listen to, and participate in, the public hearing by calling into the teleconference using the toll-free number 1-855-929-3239 and entering conference code 3720 2330#.  In order to facilitate registration of participants to the teleconference, it is requested that such persons call the above number no later than 9:55 a.m. (5 minutes before start time).  Written comments can be submitted to the Authority via email at shannong@whcfa.wa.gov, no later than 9:30 a.m. (30 minutes before start time) on the date of the public hearing.
