Notice of Public Hearing

NOTICE OF PUBLIC HEARING
FOR ISSUANCE OF qualified 501(c)(3) BONDS
BY THE WASHINGTON HEALTH CARE FACILITIES AUTHORITY

The Washington Health Care Facilities Authority (the “Authority”) will hold a public hearing using a toll free telephone number at the date and time designated below regarding the proposed issuance by the Authority of one or more of its qualified 501(c)(3) bonds, as defined in Section 145 of the Internal Revenue Code of 1986, as amended (the “Code”), for medical and dental clinics or other health care facilities, in an original aggregate principal amount not-to-exceed $46,000,000 (the “Bonds”).  The proceeds of the Bonds will be loaned to Sea Mar Community Health Centers (the “Borrower”), a Washington nonprofit corporation and a “501(c)(3) organization” (as defined in the Code), for the purpose of providing all or part of the funds necessary to:

(i) refund all or a portion of the Authority’s Revenue Bond, Series 2014 (Sea-Mar Community Health Center), which financed and refinanced the costs of construction, acquisition, and/or remodeling, renovating and equipping of health care facilities owned and operated by the Borrower, located at;

  • 19005 SE 34th Street, Vancouver,
  • 1112 S Cushman Avenue, Tacoma,
  • 1415 Center Street, Tacoma,

  • 7410 Delaware Lane, Vancouver,
  • 4455 Cordata Parkway, Bellingham,
  • 8915 14th Avenue S, Seattle,
  • 11801 NE 65th, Vancouver,
  • 7438 South D Ave., Concrete,
  • 1215 S 11th Street, Tacoma,
  • 1813 Sumner Avenue, Aberdeen,
  • 10001 17th Place S, Seattle,
  • 8800 14th Avenue S, Seattle,
  • 8921 14th Avenue S, Seattle,

  • 1400 La Venture Road, Mt. Vernon, and
  • 9710 State Avenue, Marysville;

(ii) refund all or a portion of the Authority’s Revenue Bond, Series 2015A (Sea-Mar Community Health Center), which financed the costs of acquisition of health care facilities owned and operated by the Borrower, located at:

  • 6100 NE Fourth Plain Blvd., Vancouver,
  • 118 S Parkway Ave., Battle Ground,
  • 515 W Main Street, Elma,
  • 6334 & 6336 Littlerock Rd. SW, Tumwater, and
  • 14508 N.E. 20th, Vancouver;

(iii) refund all or a portion of the Authority’s Revenue Bond, Series 2015D (Sea-Mar Community Health Center), which financed and refinanced the costs of acquisition, construction, renovation, equipping and/or remodeling of health care facilities owned and operated by the Borrower, located at:

  • 597 Point Brown Avenue NW, Ocean Shores, and
  • 1040 South Henderson Street, Seattle; and

(iv) finance and/or refinance, including reimburse for, the costs of acquisition, construction, renovation and/or equipping of health care facilities to be owned and operated by the Borrower and located at the addresses and in the not-to-exceed amounts as described below:

  • 7803 NE Fourth Plain Blvd, Vancouver (not-to-exceed $3,587,119), and
  • 225 176th S, Spanaway (not-to-exceed $2,800,000)

The health care facilities described above are all located in the State of Washington.

A public hearing with respect to the proposed issuance of the Bonds will be held at 10:00 a.m. on June 3, 2021.  In light of the COVID-19 public health crises, such public hearing is being conducted remotely, through the use of a telephone conference.  All interested persons are invited to listen to, and participate in, the public hearing by calling into the teleconference using the toll-free number 1-855-929-3239 and entering conference code 3720 2330#.  In order to facilitate registration of participants to the teleconference, it is requested that such persons call the above number no later than 9:55 a.m. (5 minutes before start time).  Written comments can be submitted to the Authority via email at shannong@whcfa.wa.gov, no later than 9:30 a.m. (30 minutes before start time) on the date of the public hearing.
